The Anjouan licensing question

More than a thousand gambling licences, issued by an authority the relevant central bank says has no legal existence.

The timeline

Public record

Late 1990s. The Anjouan Offshore Finance Authority is created during the island's separatist period.

2013 and 2015. Comoros banking laws remove its regulatory status.

2020 and 2023. The Comoros Central Bank issues statements describing the authority and affiliated bodies as fictitious structures with no physical or legal existence in the territory of the Union of the Comoros.

2023 onward. Entities including an Anjouan Gaming Control Board issue gambling permits. Reported volume exceeds 1,300 licences at roughly 18,500 dollars a year.

2024. The FATF and GIABA mutual evaluation confirms gambling is prohibited under Union of Comoros law.

31 December 2025. The Australian Broadcasting Corporation publishes an investigation examining the arrangement in detail.

Early January 2026. Comoros officials issue a further public warning to the iGaming industry.

Why it matters to a player

Set aside the constitutional history. The practical position is that an Anjouan licence gives you no register to check, no complaints route, no enforcement and no supervised player fund requirement.

It is a fee paid for a document. Whatever confidence you place in an Anjouan licensed operator has to rest entirely on the operator, because no institution stands behind it.

The pattern worth noticing

Anjouan is where operators go when other jurisdictions become difficult. That is not an accusation against any particular operator, several of which chose it at launch and pay players reliably every day. It is an observation about what the jurisdiction is for.

The counterpoint, stated fairly

Operators using these licences generally maintain the arrangement is valid and that they operate lawfully. None of the reporting above establishes wrongdoing by any individual casino, and a weak licence is not evidence that a specific operator behaves badly.

What it establishes is narrower and harder to argue with: the licence provides the player with nothing.
