The three tiers that actually exist
Real consumer protection
Malta, the United Kingdom, and licensed European markets. A defined complaints process, segregated player funds requirements, and a regulator that acts on individual disputes.
Almost no crypto casino holds one of these for its crypto product, because the compliance obligations are incompatible with the no-KYC model that defines the category.
Real regulator, limited consumer recourse

Disputed authority
Anjouan. The Comoros Central Bank has repeatedly described the bodies issuing these licences as fictitious structures with no physical or legal existence in the country. Three operators in our current ranking hold one. Read this before you rely on one
The other jurisdictions
Malta and Estonia sit inside the European Economic Area, which has direct tax consequences for Finnish and Swedish players. The United Kingdom is the strictest regulator of all, and every operator we rank blocks UK players rather than meet it.
