Curacao licensing
Genuinely better than it was, genuinely weaker than Malta, and it now comes with a register you can actually check.
What changed
The National Ordinance on Games of Chance came into force on 24 December 2024. The old system, in which a handful of master licence holders issued sub-licences to operators, was abolished. All sub-licences expired in January 2025 and transitional seals expired permanently on 15 October 2025.
Operators now hold licences directly from the Curacao Gaming Authority, which maintains a public register. Local substance requirements apply.
What it gives you
- A register you can check. This is the most useful practical change. Look up any licence number at the public register and confirm it is current. How
- An identifiable licensee. Direct licensing means the operating company is named on the licence rather than hidden behind a master holder.
- Enforcement powers. Suspension and revocation exist and have been used.
What it does not give you
- A consumer dispute service. There is no equivalent of the UK or Malta complaints process that adjudicates individual player disputes and orders payment.
- Segregated player funds you can verify. No operator we track publishes proof of reserves.
- Protection if the operator fails. Where an operator becomes insolvent, players holding balances are ordinarily unsecured creditors rather than protected depositors. Nothing in a Curacao licence changes that.
Mark 8 October 2026 in your calendar. Every Curacao licensed operator must update its player facing terms by that date, covering account closures, dormant accounts, payouts, refunds and crypto transactions.
If you read a Curacao operator's terms before then, read them again after. Withdrawal and account closure clauses are exactly the ones that matter to a large player, and this is the moment they change. Almost nobody in the affiliate world will notice this happened. Why the reform matters
Which tracked operators hold one
Stake, Roobet and Shuffle hold direct Curacao Gaming Authority licences with numbers we could verify. Gamdom, Thrill and 1WIN operate under Curacao authorisation but we could not confirm current numbers to a citable standard, and their profiles say so.
Honest assessment
The 2024 reform made Curacao materially better. A public register and a named licensee are real improvements over an opaque sub-licence chain, and being able to verify a claim yourself is worth a great deal.
It is still not consumer protection in the sense a European player might assume. It is business regulation that happens to be checkable. Treat it as evidence the operator is a real company answerable to someone, not as insurance on your balance.
