A watchlist marker is a statement about how much record exists, not a judgement about conduct.
Standing is applied before ranking and is based on operating history and verifiable licensing. It never affects rank position, which is deposit volume and nothing else.

The dominant reason right now
Three of the four operators here hold Anjouan licenses. The Comoros Central Bank has described the bodies issuing those licenses as fictitious structures with no legal existence in the country, which means there is no register to verify against and no complaints route that functions.
