The Curacao reform
The jurisdiction most crypto casinos use replaced its entire licensing system, and there is a deadline coming that rewrites the terms you agreed to.
What changed
The National Ordinance on Games of Chance came into force on 24 December 2024, replacing a system in which a small number of master licence holders issued sub-licences to operators with minimal oversight.
All sub-licences expired in January 2025. Transitional seals expired permanently on 15 October 2025. Operators now hold licences directly from the Curacao Gaming Authority, which maintains a public register with several hundred active licences. Local substance requirements apply.
Why the old system was a problem
Under master licensing, the entity supervising an operator was a commercial company that profited from issuing the sub-licence. Accountability was diffuse enough that identifying who was actually responsible for an operator was often impossible.

What genuinely improved
- A public register you can check, which is the single most useful change for a player
- A named licensee rather than an opaque chain
- Direct enforcement powers
- Local presence requirements creating something to enforce against
What did not improve
- No consumer dispute service that adjudicates individual player complaints
- No verifiable player fund segregation
- No published reserve requirements
The reform made Curacao a better business regulator. It did not make it a consumer protection regime.
8 October 2026. Every Curacao licensed B2C operator must update its player facing terms by that date, covering account closures, dormant accounts, payouts, refunds and crypto transactions.

Political context, briefly
The transition has not been smooth. The Gaming Authority's supervisory board resigned in September 2025 amid political turbulence, and allegations made at the time were subsequently retracted. We mention it because a regulator's institutional stability is relevant to how much weight its licence carries, and because you will find it if you research the jurisdiction.
