The licensed German framework
Under the 2021 State Treaty on Gambling, supervised by the GGL, licensed German online gambling operates under:
- A maximum stake of roughly one dollar per virtual slot spin
- A mandatory minimum spin duration of five seconds
- No jackpots on virtual slots
- A cross provider deposit limit of 1,000 euros per month, tracked centrally through LUGAS
- Mandatory participation in OASIS, the central self exclusion register
- A 5.3% turnover tax on stakes
- Live dealer gambling not permitted under the federal framework
The GGL began issuing payment blocking orders to processors in late 2025, and German banks started flagging offshore casino transactions in the first quarter of 2026.
The structural problem
A one dollar maximum stake and a five second minimum spin make the licensed market unusable for anyone playing at scale. German high stakes players are therefore structurally pushed toward offshore operators.
Those operators then block Germany. Duel restricts Germany explicitly, and most other operators in our ranking do the same or apply restrictions.
The result is a market where the legal option does not serve the player and the option that would serve them refuses them.
What that means practically
We do not promote offshore operators to German readers. Advertising unlicensed gambling to German consumers is prohibited under the state treaty, and beyond the legal position, most of these operators would refuse a German player at the door.
