Crypto casinos in Finland

Finland is opening a licensed gambling market in July 2027. For players using offshore crypto casinos, the tax question matters more.

What is happening

Finland's new Gambling Act was passed in December 2025 and came into force in January 2026. Licence applications opened on 1 March 2026, with 24 applications filed in the first phase. The licensed market begins on 1 July 2027.

Veikkaus retains a monopoly on lotteries, scratch cards and physical slot machines. Everything else opens to licensed competition. Licensed operators pay 22% of gross gaming revenue, with an application fee of roughly 31,500 dollars and annual supervision fees ranging from roughly 4,300 to 470,000 dollars.

Supervision moves from the National Police Board to a new supervisory authority.

What it means for offshore crypto casinos

From 1 July 2027, an offshore operator serving Finnish players is an unlicensed operator in a licensed market. That is a materially different regulatory position from the current one, where Finland has a monopoly and offshore play sits in a grey area.

Expect tighter marketing restrictions and more active enforcement against unlicensed operators and those promoting them. What it means for individual players is a separate question.

The thing that matters more

Winnings from non EEA licensed operators are taxable income in Finland, and losses are not deductible.

A 2025 Supreme Administrative Court ruling involved a player with roughly roughly 17 million dollars of winnings and 15.7 million of losses, a net loss of about roughly 109,000 dollars, assessed for tax on the gross winnings figure.
