Finnish tax on crypto casino winnings

The rule

Gambling winnings from operators licensed within the European Economic Area are generally not taxable income for Finnish residents. Winnings from operators licensed outside the EEA generally are taxable income.

Curacao and Anjouan are both outside the EEA. Every operator in our current ranking is licensed in one or the other.

The part that catches people

Gambling losses are not deductible against gambling winnings. The taxable amount is calculated from gross winnings, not from your net result.

That means a player who finishes a year down can still owe substantial tax, because the wins are counted and the losses are not.

The ruling

In a decision dated 28 May 2025, reference KHO 1225/2025, the Finnish Supreme Administrative Court addressed a case involving a player using non EEA licensed casinos.

As reported by Finnish law firms including Hannes Snellman and Nordia Law, the player had winnings of approximately roughly 17 million dollars and losses of approximately roughly 17.1 million dollars over the period. A net loss of roughly roughly 109,000 dollars.

Because losses are not deductible, the taxable income was assessed on the gross winnings of approximately 15.6 million euros.

Read that arithmetic again. A player who lost money faced tax assessed on fifteen and a half million euros of income.

Why this matters more the more you play

A casual player who deposits 200 euros and withdraws 350 has a small gross winnings figure and a small consequence. A volume player cycling money through a site repeatedly can accumulate an enormous gross winnings total across a year while ending roughly flat.

The exposure scales with turnover, not with profit. That is exactly backwards from how most people intuitively think about it, and it is the single most important thing on this page.

What changes in 2027

Finland's new Gambling Act was passed in December 2025 and came into force in January 2026. Licence applications opened on 1 March 2026 and the licensed market begins on 1 July 2027. Veikkaus retains a monopoly on lotteries, scratch cards and physical slot machines. Licensed operators will pay 22% of gross gaming revenue.

Once that market opens, offshore operators serving Finnish players will be unlicensed operators in a licensed market, which changes the regulatory picture substantially. What it means for the tax treatment of winnings is a question for the Finnish Tax Administration rather than for us.

What to do

  • Keep complete records. Every deposit, every withdrawal, dates, amounts and the euro value at the time.
  • Understand that your gross winnings figure, not your net result, is what matters.
  • Check the current position with Vero, the Finnish Tax Administration, which is the authoritative source.
  • If the amounts are meaningful, speak to a Finnish tax adviser before you have a problem rather than after.
